High-quality adult-child interactions create an environment where children can thrive. DEL prioritized investments that will build the knowledge and skills that drive high-quality adult-child interactions. DEL’s focus is both on training the current workforce and building training and coaching capacity to ensure that efforts to upskill Florida’s early care and education workforce will be sustained long after these one-time investments have been expended.
On October 30, 2023, the ELCIRMO Team held a virtual meeting to announce and explain the Initiative and Grant Opportunities available through the American Rescue Plan Act (ARPA). Please follow the steps detailed below to assist in a successful 23-24 ARPA application, course signup, and payment process.
Step 1: Review the Virtual Presentation, PowerPoint, and Checklists above.
Step 2: Once you have reviewed the Virtual Presentation, PowerPoint, and Checklists, you may reach out to your 23-24 ARPA Point of Contacts if you need additional assistance.

Step 3: Complete application(s) and submit individually to funds@elcirmo.org. ALL applications require a W9 to be attached. A Direct Deposit Form & Voided Check are required if requesting payment by direct deposit. *Applications are only open to new employees hired on December 16, 2023 or after as the original deadline of 12/15/23 has passed.

Step 4: Please allow 3 business days after submitting your application for ELCIRMO Staff to respond via email from funds@elcirmo.org.
Step 5: Course signups are available on the ELCIRMO Website – Calendar Tab as of 1/3/24 at 1:00pm.
Step 6: Once you have completed the initiatives you qualified for, it is the applicant’s responsibility to submit the required documents that need to be added to your original application to funds@elcirmo.org following the format below.
REMINDER: All courses/requirements must be completed and required documents submitted no later than June 30, 2024 (NO EXCEPTIONS). There are limited funds for each initiative so please get started early.
23-24 ARPA Applications
The following applications are due to funds@elcirmo.org by December 15, 2023 at 11:59pm. The only exception is for new employees hired on December 16, 2023 and after.
Please allow 3 business days after submitting your application for ELCIRMO Staff to respond via email from funds@elcirmo.org.
